Russell Means' so-called (Wart Churchill's favorite phrase) Republic of Lakotah has released a map of the territory it claims. As commenter Fred over at Pirate Ballerina notes, most of it is already reservation land or in private hands. Graciously, however, they have decided against liens on privately held land. The website also has an interview with Means by a couple of unintentionally hilarious radio airheads in which Russell says the possibility of liens on property transactions is merely a negotiating tool--for the moment.
For you drunk drivers and recent immigrants, Russell also says the (tax-free) Republic won't require drivers' licenses or insurance. He was pretty vague about what they'd use for money, though.
